What sets it: 1 two-card infinite combo detected, but the goldfish sim assembles it around turn 11 in 6% of hands — not reliably inside the first six turns, so it stays Bracket-3-legal per WotC. Deployed cheaply and by ~turn 6, this would floor Bracket 4..
